Hello All,
Is there any custom skinner that would be willing to spend the time on building a custom skin for myself. happy to use which ever base skin is needed.
I dont use too many addons, 10-15 possibly, but would like a good graphical interface with thumbnails, backgrounds ect.

You all need to look at the skinning manual wiki. This is the wrong place to find out about skinning. There is a skinning development forum plus a pinned thread about how to get started. I would guess since you don't know how to research then you will not be able to do any skinning either.
