I don't know where to post this, sorry if it's in the wrong place.

Unlike using JSON-RPC, I've discovered that using built-in actions to navigate does not wake up the display. Can this be resolved?

How are you delivering the built-in action? using executebuiltin?

Yes that is correct @Lunatixz.

In python, I was simply using xbmc.executebuiltin. The action does work, it just doesn't wake up the display.
