I am looking to use a RPi2 and Kodi to feed a looping logo animation to monitors at an event. I've been able to figure out how to loop the animation, but every time the animation ends, it goes black momentarily before starting over.

Is there any way to modify the settings so it loops seamlessly?

No that is not something kodi is designed for.
How long is the animation and the event?
May be easiest just to create (e.g. with ffmpeg) a file that is several hours long containing multiple copies of the animation.

If all you want is video without audio then splash_video supports seamless looping.
