Like us convicts living in Australia, India has also adopted the DVB-T transmission standard.
If these cable operators are using this standard, that means there are lots if dirt cheap DVB-T tuners out in the market.

I use a $5 Sony PlayTV - Dual Tuner DVB-T USB. You will find them everywhere on EBay.
You can then use this in combo with any Kodi Hardware running any OS, but not Android.

I use an old ODROID C1, running TvHeadend / OpenELEC with an externally powered HDD.
You are better off keeping a TV server seperate from the Kodi client boxes, unless running a Intel Kodi box that can mount an internal HDD.

Feed those home Networked, TV streams to any AMLogic box running KODI Jarvis, that does Hardware deinterlacing for TV, and your set.

Combo Android/TV tuner devices are pretty rare, and I doubt you will get much support at all. Certainly not here on the Kodi forums.

This highlighted part is very important! Currently there are no PVR backend software that runs on Android OS as it compatible with Kodi. Yoiu can read on the wiki about how Kodi is only a PVR frontend which means you need a third-party PVR backend as well http://kodi.wiki/view/PVR

Since there currently are no compatible PVR backends for Android OS it means you can not access internal TV-tuners in those boxes or use direct-attached USB TV-tuners, unless you install a Linux OS instead (like LibreELEC or OpenELEC).

Actually there was for WeTek Play build on Android 5.1.1 with tvheadend in Android, and was working with Kodi at Android as well.

I think DVB-C is more likely to be used - that's the DVB standard for cable. It's more efficient and higher bitrate because cable is a lot more friendly to RF than over-the-air, and AIUI QAM is used without COFDM.
