When you publish an addon for a previous repo, does it also get published to newer repos?

For example if I published it to the Kodi 16 repo, will it be available to kodi 17 users or do I need to publish to each?

Yes, when you submit a PR, it needs to be submitted to a branch that corresponds to the minimal Kodi version your addon supports. The addon will then be propagated to repos for later Kodi versions.
