It's likely a driver issue/collision of some sort IMO. The hiccup appears after 5 to 20 minutes.

I've just come across a problem with HEVC on my Slice, which I've updated to Kodi 18.0-BETA2 (8.90.005). I'm getting green and purple blocks on the right side of the screen on dark images with a reasonably highly compressed file.

I tested the same video file on my Pi3 using 20180730 #0730, that does not show the fault. I updated to latest 20180918 #0918, which does.
I'm reporting it here in case someone knows what the problem is, otherwise I'll try finding the version where it started.
That was easy, I just looked for the ffmpeg updates. ;-) It started in #0831
