it is running OpenElec 6 something... and has Kodi 15.2

how do i update it to Kodi 16.1?

just like it says to on the wiki -- download the LibreELEC 7.0.2 update (.tar) file, drop in the update folder, and reboot

yes, but 7.0.2 is as high as you can go, since the partition layout used by older versions of OpenELEC didn't create a large enough system partition for the latest versions of LibreELEC - for them you'll have to backup / fresh install / ignore
