Looking for an affordable tablet or similar that I'll be able run Kodi on and stream to a TV via Chrome Cast.
What are the best picks out there? Will a windows device do the trick or Android only??

No tablets "have" Chromecast, it's an app (or a device), actually now it's called Google Home (which is also now a device). And you can install it on any Android 4.0.3 and up tablet.

For your price range, I would look at a Nvidia Shield K1 tablet.
