With the new release of Kodi thats coming out, do we need to install 17 once it comes out or will 16 still work? On my device I went to update build and Kodi did a complete fresh start and do I need to place 16 back on it or do I need to wait until 17 comes out fully?

Nothing will stop working, you can use older versions of you wish (and indeed some devices which have older OS which don't meet the current requirements are forced to do so).
You may of course miss out on new features and bug fixes, plus any newer addons which require such new core features.
Only the current version is actively supported, so it is advised to stay up to date of you can though.
