Kodi 17RC2 on Win 7 x64 also seen on Win 8.1 x64.
I use PVR WMC as live TV client. When Kodi starts I get an announcement popup that PVR manager is starting up. Normally this goes by pretty fast. Sometimes, though, the announcement will stay up for a number of seconds. It seems like if I navigate in the UI while this announcement is up, it will lock up the UI, and Win OS shows the "spinning hoop" / program not responding and I have to kill Kodi from the OS. I haven't been able to repeat while debug is active (the extended announcement occurs rarely).

There is a fix in RC3 that might fix your problem. Could you please try RC3 and report back?

I've done some testing on RC3, can't repeat this problem so I'm marking as "solved" unless something new comes up.
