I was just wondering what is the official view on modded skins? If I mod a skin for my own purposes (that is OK, I suppose) am I able to distribute it? I.e. someone else might like my mod. Or is it up to the skin author? I suppose all skins ar under some sort of GNU GPL, or similar?

most skins, if not all, include a license file.
might be a good starting point to check that ;-)
i've never seen a skin with a license that doesn't allow you to modify it.
and if there is one, it's not very likely to be found on our forum.
as for distributing your mod, it's mostly the same.
with the only exception that many skins prohibit you to distribute it commercially.
asking for permission isn't needed, but may people will appreciate it if you do, as a matter of courtesy.
...so, check the license that comes with the skin, read it, and honour it.
this includes keeping the original license intact when you distribute your skin mod.
in the odd case the skin you're modding doesn't come with a license,
you would indeed need to ask the original author for permission.
