Artefact in IPTV stream

I use Rasp Pi 2B with OpenElec 6.0.3 and Kodi. I also have hardware acceleration for mpeg.
Generally IPTV streams are well received. However, the following high quality stream shows an artefact, not with the vlc or Kodi player on my Windows PC, but with the Pi:

Stream is from local TV station Amsterdam.
The artefact is in the lower part of the video and shown as a picture in:

The video plays without stuttering.
I am curious what the cause might be for this artefact: limit of the possibilities of the Pi? Codec? Wrong setting in OpenElec or Kodi?

Seeing same artefact in latest Kodi 18 test build #0204. Confirming VLC on Windows plays the stream without artefacts.

Stream won't play at all when using OMX (MMAL disabled). With MMAL enabled (OMX disabled), stream plays - but with artefacts.

Mediainfo shows:
Code:
Width                                    : 1 920 pixels
Height                                   : 1 536 pixels

That is out of spec for pi. 1920x1080 is the resolution limit.

That looks like a config error on the part of the the local TV station. 1920x1536 is NOT a broadcast format - and they won't intentionally be encoding in that format I'm sure.
