I found it was helpful to put my playlists in
Kodi\userdata\playlists\video
into subfolders by Movies/TV/Mixed, etc.
There are two ways this could be improved:
1) Being able to make these modifications in the GUI
2) Make the Edit smart playlist box aware of the folder structure. Basically, if I put the playlists in folders and then I want to create a smart playlist that uses those playlists, the information is not there when I click browse. Moreover, this breaks the ability to make a playlist that filters based on playlists because there is no path option for playlists.
EDIT: #3, It also would be helpful if I could make a playlist of TV episodes based on a TV list of shows. For some reason, doesn't seem to work for me. Also brought up here:
