No lawyer will EVER tell you that something is "legal", and you'd never get "approval" from any lawyer. Anyone wanting such a thing would pay an absolute fortune, and the opinion they received would be worthless.
Copyright infringement is in many instances a civil matter (that means it gives somebody a right to sue somebody who has infringed their rights). Technically, a user who streams the latest movie from the internet will be breaching the owner of the movie's rights and that user could be sued. The practicalities make that unlikely to happen (finding the individuals, paying to bring proceedings, the amount of damages being low - what have they lost? the cost of a cinema ticket....). Those who own media that is copied and distributed go after those who are doing it "in bulk". People distributing boxes that access copied material, the copiers themselves, those that upload copied material.

This declaration will inform those who thought that streaming was "not copying" that it is and may make it easier for media owners to sue those copying it. Kodi isn't copying anything and does not need to provide "approval" for those who are. The ONLY approval that counts is that of the content owner and Kodi is looking at having addons from the content owners (netflix, etc) that contain encryption of the work. The owners are the only ones who can allow copying or distribution of their work.

All you can do if somebody accuses you of "doing wrong" by using Kodi is to inform them that Kodi is a player and that accessing content without permission isn't done by Kodi but by others.

EDIT, oh and BTW, I don't think you've wasted anyone's time, you've just raised an issue for discussion.
