I cannot queue items to watch them sequentially like I can on my laptop. I choose Queue Item from the options list but nothing happens. I am running Kodi 17 on my iPad but had the same issue in Kodi 16 on both iPhone and iPad.

Are you using estochy?
Go to the video section, queue some items and then click on the gear in the right bottom corner. There click on Current playlist and then select the first item.
Now they should be played one after another.

Yes, I am using that config. The problem is that nothing I click queue on actually goes into any playlist, so Current Playlist doesn't come up as an option when I access the sidebar, or bottom gear menu. It works on my laptop but never on my iPhone or my iPad.
