Why in Kodi 17.1 Krypton is the Theme grayed out and I have uninstalled and reinstalled on a Fire Stick and nothing changes at all

Because you're using a skin that doesn't have multiple themes?
Edit: sorry, just realised you've posted in the estuary section - there should be 3 options visible - as long as you're not on basic settings - so something's amiss.

I am not on basic and I even went to Expert and nothing changed still no themes available

Not really following you here. By default estuary and etouchy should be available, and you can add more fairly easily either through addons on the "get more" button.
What, exactly, is "grayed out"? Screenshot might be helpful.

IMO the differences between the default, curial or flat themes in Estuary is not much noticeable, i always set it default which looks the same as "flat".
The only difference i can see i that curial looks more grey compared to darker/transparent black.
You should focus more on the "Colors" option
