Ok, you mean file not folder.
If you downloaded Kodi from this site, then you will put the file here... All those directories should already be on your computer, you just need to put the advancedsettings.xml file in there.

Your User Name\AppData\Roaming\Kodi\userdata\advancedsettings.xml
Once you have done that, try and start Kodi.
After it starts and shuts down, you then need to go to...
C:\Users\
Your User Name\AppData\Roaming\Kodi\
In there you will see a file named "Kodi.log"
Open it with notepad.
Copy all the contents of the file
Then go to
https://pastebin.com/ and paste the contents of the file into the New Paste box
Press "Create New Paste"
When the screen refreshes with your new paste, copy the address in the address bar and paste it in a message here.
