That is what the NextPVR addon uses for starting a live stream from the NextPVR backend.

Ah right, yes it is nextpvr, thanks sub.
I was actually looking at a way to bodge a wake on lan solution that works with kodis inbuilt pvr functionality, was looking at triggering when the port and ip was accessed but the always on kodi devices eg pi are in constant communication with the backend.
