i followed the fix till it told me to delete a file(ADDons27.db) from kodi database folder.
But the datbase folder does not exist. i am lost now as how to proceed.
I run windows 10 with full updated and NVIDIA 970.
any help would be appreciate it

Where did you download Kodi from? Microsoft Windows Store or via the download link from this site

from the kodi site. the windows store wont let me says i need to update. but i am fully updated

Just confirm this is where you looked...
If you downloaded from the official Kodi website, then the location of Addons27.db can be found at
%appdata%\Kodi \userdata\database
What is %appdata%
It is a shortcut to navigate to the userdata folder. To access it, follow these steps...
1. Right click on the Start Button (bottom left of the screen)
2. Select “Run”
3. Type %appdata% and press OK
4. Windows Explorer will open in the Roaming folder, then continue navigating to Addons27.db as explained in the previous section.

Which is true...
This is the first time I have tried installing Kodi on this computer
or
I had a previous version of Kodi installed before installing v17
