v19 LibreELEC Testbuilds for RaspberryPi (Kodi 19.0)
Well, I'm really puzzled: it works perfectly now. I swear I booted it several times before, moving it close to the AP, trying to connect from a wired as well as from a wireless client....

VNC addon query:

After a few weeks break from updating the Milhouse test builds, I updated from #0229 to #0401 - all good!
Trying to use VNC with the builds I tried after #0229 was unsuccessful. but I now think that the wifi networking problems were probably compounding my issues. So once these issues were ironed out, I tried build #0401, fully expecting the VNC server not to work as there appeared to be no VNC server addon.

However, a VNC server appears to be working (using existing settings from builds prior to #0301), so must be present, even though there seems to be no means of accessing the VNC settings in the Kodi (LE) GUI. 
Or am I going quite mad...?

Not familiar with the VNC addon, but check your kodi log for errors (or upload it, via the LE Settings addon) in case the addon needs updating for Python3 (or settings migration).

Can't seem to be able to generate a kodi error log for uploading (error message: 'failed to paste log files, try again').
But the event log states: Raspberry Pi VNC 04/04/2020 11:50:57, Installation Failed
The addon clearly needs updating for Python3, as you say.

There is normally no monitor screen plugged into the RPi. The weird thing is that I am able to read the event log message via a VNC connection, even though the VNC addon installation apparently fails.

As I mentioned, this isn't an add-on I'm familiar with. If it isn't working normally then starting a thread on the LibreELEC forum might get you in touch with someone that knows more about it and can narrow down the issue. To my untrained eye it (the server component, at least) seems to be working normally.

Don't worry too much about the dispmanx_vnc, hyperion or any other addon that's using dispmanx, they'll completely break when we switch to the full kms driver in a couple of weeks or months where dispmanx is no longer available.

Might be best to start looking out for alternatives that support kms/gbm.

Based on tip of LibreELEC.tv master (4a00feb, changelog) and tip of XBMC master (1728edd, changelog) with the following modifications: Build Highlights:
  1. Commence regular RPi4 test builds, based on 5.4.y kernel with gbm and Python3
  2. WARNING: While it should be possible to upgrade from LibreELEC 9.2.x, because of Python3 it's a one-way trip!
  3. Critical, stable and beta SPI and VL805 firmware is included. Critical can be installed from the GUI, stable and beta from the command line. See rpi-eeprom-update for latest details.

    • 1 pixel wrap
    • HW decode for stateful v4l2 (h264) disabled by default. Can be enabled in acceleration settings but seeking doesn't work.

After updating, i see the rainbow quadrat and than the device remains black. With installing the official nightlys the GUI is visible back again.
