Personally I would consider this a bug, but I'll give the benefit of the doubt that it's by design.
With the "Allowed error in aspect ratio to minimize black bars" option, it appears all it does is stretch the image vertically, but not horizontally (to keep the aspect ratio in tact). This seems pointless to me. There are times where I have a source that is just slightly below the 16:9 ratio and I would like to eliminate the black bars (which is essentially what a DVD does), but if it will make the image out of proportion, it's not worth using. I realize I could do this using the zoom, but it would be nice to not have to mess with that each time and just have it happen automatically.
