I think I might have a similar problem with SVN 22516 for Windows. I've added <loglevel hide="false">1</loglevel> to my advancedsettings.xml file. My understanding was that it would always produce a full debug log for me and I would have the option still in the GUI to enable debug logging which would add the on screen info (log level 2). But when the debug logging is disabled in the GUI it's logging at level 0 instead of level 1.
