after install r23167 ....the power menue and Time is not on the screen.......

i know and there's probably a lot of other issues...
you shouldn't use any svn release above r22528, they are unstable.

I dont think you can downgrade now if you've gone to 23167 you libary will be incompatible with 22528.

I'm on 23185 and its working well but yes the power button is missing, just press 's' to get the menu up.
