where is defined as the first screen is called when i start the skin and is it possible it shows only when the skin has been changed to it?

in that case i think you'd have to use some tricks in SettingsCategory.xml (like Aeon does).
you can check Includes_Settings_Welcome.xml in Aeon to see how it's done.

A matter of personal opinion, but yes VERY annoying when you have exit one of them to get to the skin you want to use. Several skins have these i have been seeing.
