I've decided to switch from Ubuntu into win. I have DVBT receiver card and Blue ray dvd HV and player installed.

How can I make it visible/accessible through XBMC?

The bluray device should be visible as an optical device... I think.

The radio device... you'd probably have to find a way to stream it to XBMC, possibly through a plugin/script if you can't do it without.

Try dvbviewer. It has a "recording service" which exposes your dvb-t video and audio streams via a upnp server, which xbmc can access.
