I'm not sure this is a python specific bug, but i the url i try to play is:
http://switch206-01.castup.net/cunet/gm....:38:08.579
it actually works and starts playing the movie, the problem is, that the asx file has a playlist with videos links which look like:

what happens is somewhere the params passed to http://s3bwm.castup.net/server12/206/289/2899673-61.wmv get ommited somewhere along the way, and since the provider has some kind of protection going on, it doesn't play the video.
you can see this behaviour by trying to play in your media player these two:
