Is there a System.Has condition for the clock being 12 or 24 hour?

I just do the following...

<visible>substring(system.time,M,right)</visible>

which is visible when clock shows AM or PM

As far as I remember I've added a locale check to my helper script. It's been a while but it must be in the wiki.

If it's not in there I can add it.
