I am not sure where I read that, but I thought it should be replaced with something else.

Maybe I am Wrong ?!, is/will it (be) still included ?

I think you're referring to the replacement of the software scaling with scaling in fragment shaders.

Is this supported in the current release for windows or do I need to go to the svn to get it?

Also from what I understand I can use cpu or gpu to do the calculations. What setting toggles this? While I got a 9 series gpu I think an i7 920 might be faster in software mode.

On windows, the only option is to use an svn build and use the gpu for scaling.

If I enable HQ scalers on SDvideo with the Win32 branch V30539 (and older), on my NVidea ION setup; I never worked with framerates >25....
Framerates are unfortunate always dropped (with lancos3 optimized, set from OSD) to max. 10-12 frames.

Bilineair scaling is the only option which works with the correct framerates.
All the others not.
I have the idea that no GPU scaling is used, but only CPU. Am I right?
Or do I need to set HQ scaling in advanced settings too for correct GPU scaling.

My cpu is an overclocked Core2duo-5200 at 3480Mhz; so even with CPU scaling i presume it should do better too.

no you are completely wrong. those shaders = GPU programs for scaling.

Software scaling is currently broken in svn, it doesn't turn on even if you select it.
