When I try to build a setup image for XBMC using BuildSetup.bat I get an error message from TexturePacker.exe that SDL_image.dll cannot be found.

Where do I get this library? It isn't anywhere in the XBMC source files and I can't see any way to build it.

Quite easy to find the library on the web (like a 2 second google quick). What's causing it is the section of the script that builds confluence. You need sdl_image.dll installed (or in the skin.confluence folder in addons in the repository).
