(It's not strictly related to XBMC, but I thought there are some users here who know something about this, since the EG forums are a bit slow.)

I'm using this remote and I can't seem to make it work with EventGhost in Windows 7 64 bit.

It just works as a HID device (doesn't get disabled) and its presses don't get logged by EG.
I also tried this plugin and it was the same.

Is there any way to make it work?

Any other cheap remote which is known to work?

My requirement is simple: I need the remote presses to influence XMBC only, even when XBMC is not focused.

Buy an MS compatible from eBay. Trying to use cheap remotes with Eventghost will just cause you pain. The MS remote will just work.

Purchase a usb-uirt and use any remote you want.

Besides that you have to add the HID device to EG. Then just use the XBMC plugin events, these will work no matter the focus.
