i use a tbs 6920 dvb s2 card on win7.

No xbmc does not support dvb cards.
There is a pvr addon api currently being developed - if you want to use it you will have to research. Plenty of info out there.
No one is going to help you "install that" without you doing some research first.

You won't get much luck running that on Windows. Most free software that *can* run such devices are linux only (VDR, MythTV, etc).
You might want to start here to see if your hardware is supported: http://linuxtv.org/wiki/index.php/Main_Page
Then, if you still feel like pursuing the 'dream', search for pvr-testing2 on the forums.
