I know we can access settings from the guisettings.xml but is it possible to get them from the Add-ons settings.xml?

nope. what usage did you have in mind? this will have to be added at some point when we move skins to add-on settings.

I wanted to use it to find out if Posters or Banners were being used for the TVDB add-on.
