I cant seem to FTP into Dharma to add some backdrops etc.... Putty works fine but no FTP, xbmc/xbmc and port 21 all same.

I'm having the same problem.
I can also use the xbmc web interface fine and xbmc iphone app just fine.
just cant ftp to add some skins in that arent in the addons section.

Try SFTP.

If SFTP is to slow, you have to install a FTP-Client.

I use VSFTPD.

Install:
sudo apt-get update
sudo apt-get install vsftpd

Config:
sudo nano /etc/vsftpd.conf

Uncomment write_enable=YES

If you are on windows I suggest sftp via winscp. I don't think live comes with a ftp server installed

but it says permission denied when i try to transfer a skin. When you say " Uncomment " do you mean remove the " # " from front of command line ? sorry huge noob with Linux

Yes, you have to remove the #

Should work after restarting VSFTPD or simple rebooting.
