A few of my movies running at 1800x1080 and 1808x1080 choke on Ion nettops because the resolutions are unsupported so I was wondering about re-encoding them to 1920x1080 by actually drawing the black bars into each frame. That would work, no?

Any suggestions on software to use? I’m indifferent to using linux or Windows 7.

Yeah that would work.
You could use handbrake, avidemux, mencoder or ffmpeg.
