You would probably want a dedicated CPU, such as the nVidia GT430.

The single-core AMD Sempron will work, but I would recommend going for an Athlon X2 dual-core.

Yes. Bare minimum you could actually get by with an ION2. No need to get a dedicated GPU/CPU combo. You could throw together an ION2 build and play 1080p content.

yes but I already have these parts and want to build a htpc for my dad. So do you think these parts I listed will run windows 7 and xbmc 1080p smoothly.

It should work but:
1. u will have to compile xbmc yourself (since vaapi is disabled by default)
2. xbmc vaapi support is a bit bugged - so u will have to apply a patch (there are some here on this forum or wait till devs fix it)
3. u will have to install xvba drivers by yourself

get a cheap nvidia gt210 card and you will save yourself some serious work, the one nemek explained.
