I want to map an unused button on my remote to execute scanning of the media folders for new TV shows, etc. Is there a way to do this?

You need to create a custom keyboard.xml. The easiest way to do this is with my keymap editor from http://xbmcmce.sourceforge.net/. Use the Keymap/Detect keypress command, press the button on your remote, and when the dialog opens set the action to UpdateLibrary(video).
