I noticed that the weather app in Neon settings has a background adjuster based on weather. How do I set up the pictures to change, or is there a theme I can download that add-ons to Neon?

You need the weather fanart pack - should be available here: http://forum.xbmc.org/showthread.php?tid=41650

Just unzip it and then point to that folder in Settings.
