When the eden PPA was setup it was posted that rar support had been disabled in that version of XBMC until it could be migrated to libarchive. Is the same thing true of Frodo in the Ubuntu PPA?
Nevermind, I figured it out. The PPA packages are normal (with rar support). It's the xbmc packages in the standard Ubuntu repos that did (do?) lack rar support.
