I'm entirelly new to PVR.

Is mediaportal the best option for PVR with XBMC on windows?

Can PVR server run from the same PC that the XBMC is on?

What hardware tuner would be recomended? for USA setup with Dish Network or DirectTV?
Will be building a new ITX system, so most likelly External tuner would be preffered.

mediaportal server works and is a windows native server; I guess there are some more like argus (formerly called this way). DVBViewer is supported too, btw. good mediacenter too.

single seat setup = one computer that holds xbmc + tuner + server works flawlessly.

Have no idea about usa tv standards ..
Dish and DirectTV will require a backend that works with an IR blaster. That is, you'll be connected to the satellite receiver box and the HTPC will emulate a remote control to change channels. It's not very elegant, but US sat providers don't provide a way to use 3rd party hardware with their service.
simply google for dish & oscam ... it's your elegant way to "3rd party" hardware ;-) ...
anyone else?
