I have tried to set the Live Photos Background for the Home Menu item 'Photos' but it never works. The Live Movie & TV options work fine... what do I need to do to get the Live Photos working?

Make sure you have mypicturedb script installed, then you have to add the image paths when clicking on pictures, then you run mypicturedb addon, and add the paths where it says "add path to pictures" add all your paths, it will scan them, then you can set the live background.
