Since it is an Openelec build wouldnt it be necessary to add a remote (with receiver) in the cost?

there's enough remote/keyboard suggestions in my HTPC guide as it is.
no need to add more here as many people already have remotes here and there...

Thanks for the recommendation! Which Openelec version/build would be best suited with this configuration?

Well, I cannot find shop in Europe that sells ZOTAC D2700ITXS-A-E. In fact I didn't find any motherboard with D2700 and Nvidia sold in Europe. The closest MB is the Zotac D2550ITXS-A-E. It has less powerfull processor I'm afraid this won't fit into ANTEC ISK 110 case.
Any advice which Mobo to go for (from somebody from Europe) ?
The D2700 processor was discontinued/end-of-life by Intel (ref:
http://ark.intel.com/products/59683) so the D2550 is actually newer. You won't notice a difference in performance for OpenELEC. The case really doesn't matter. Find a mini-ITX case that suits your taste. You don't need much PSU, even as low as 60W will do. Since you are in Europe, you might want to look at these cases:
