I would like to make a tiny change to Ember so that I can scrape "short subjects" but I want to make sure I have my environment set up correctly. I tried looking for this information but only came up with some very old information. Should I use Visual Basic Express Edition 2008, or something else? Are there any other tools or SDKs that I might need?

You have to use Visual Studio 2010 (express or what you want) + get GitHub

Express versions do not work (I think at least). You need a paid (full) version.
I use VB Studio 2012 and GitHub Client for Windows.
