Just add a pictures shortcut to the applications menu. An extra picture section makes no sense as there isn't anything to show (recently added pictures etc. not supported currently, xbmc doesn't even have a proper picture database).

Yes, unfortunately there ist no native picture database in XBMC. You can use MyPicsDB-Addon instead and place a shortcut in the apps menu as well. But for me MyPicsDB is quiet slow and I have difficulties to centralize the database via MySQL on my QNAP NAS.
However, if you just want to have a separate menu strip for the pictures then take a look at the Xperienc1080plusplus-mod: http://forum.xbmc.org/showthread.php?tid=165481
It also creates a diashow-tile, which is quiet nice and goes quiet well with the other animated tiles in the Xperience-Skin.
