I have windows 8.1 home edition, so I do not have windows media center,

I have the Avar h826sk USB tuner, which pulls in OTA TV. I dont need any recording capabilities. I simply want to watch live TV and the hardware requires windows media center, which I do not want to pay $99 for.

Will XBMC interface with this hardware so I can watch live tv? are there any add-on I would need?

Take a look at The XBMC Live TV and PVR/DVR Setup Guide in the wiki. It will help.

I know you said you don't need recording ability, but give it a read anyway as it does address live tv and walk you through the steps necessary to get things up and running. Whether the tuner is supported or not kinda depends on the backend you are using, from what I've read.
