Can I run Frodo 12.2 on one machine and Frodo 12.3 on my Raspberry Pi and use Mysql to sync libraries?

Yes. Minor releases should only contain bugfixes and not break compatibility with various things, like OSes, add-ons, and MySQL, etc.
