I am trying to setup NextPVR with XBMC and my device does not list in the devices tab in the nextpvr settings window.
I have a AVerMedia Hardware MPEG card (A169) and I don't know how I would set it up with XBMC and NextPVR.

When you installing analog devices, you need to have the SoftPVR components installed. You've got a hardware encoder card, so it wont need to do soft encoding, but it does still need a component from SoftPVR. If you're the first user to use this specific device with NextPVR, you may also need to add an entry to AnalogDevices.xml. This is pretty easy though, and people on the NextPVR forums will be able to help you through it - just post the question over there.
