I created installers for windows with XBMC + addons. Same for Raspberry Pi. I want to do the same with Android.

Use APK-Multi-Tool to unpack and pack APK. As I can do to add the addons I want to APK?

For me it sounds like you already have the solution (APK-Multi-Tool - unpack, add addons, repack) no?

The problem is in the addons folder. Not the same folder as the installation. It is this:
Sdcard / Android / data / org.xbmc.xbmc / files / .xbmc / addons /

Do not make the APK installation of addons to take that route
