I'm not sure if an add-on or service for this exists yet, but I think it would be a great idea to have a bug reporting service installed other than our basic logfiles so that developement of XBMC can be done easier with the regard to bug patches for not just the XBMC core but also the add-ons.
The database would have to be able to sort the different error logs for the components and e-mail their respective developers for a cooperative effort on making XBMC an all-around better piece of software as well as a more user-friendly peice of software.
For the dependancy fulfillment, it would be automatic when installing new add-ons and just like the bug reporting, it would have to query a database to see which dependencies are fulfilled and which ones need to be installed, ask the end-user if they wish to install the dependency that they need, then install it.
