You can't delete it by mistake on Android. You can only enable or disable it.

Yes you can delete it if you uninstalled it. Check your repositories and find it and reinstall it.

There are unofficial versions of IPTV Simple Client that are floating out there, but I would not use them and they are not supported by us. Maybe you are talking about one of those?
The only version that is supported by us, the actual and original IPTV Simple Client add-on, comes bundled with the the install files for Android, iOS, OS X, and Windows. Only on Linux OSes can the add-on be completely uninstalled through the Kodi GUI. So for Android, users cannot actually uninstall the original IPTV Simple Client. They can only enable or disable it, but it will always still be there.
