Do you mean in pvr? If they are available you turn them on the same as subtitles.

What make you think closed captioning is not subtitles? It is just a different type. You can find them for a lot of tvshow episodes and movies from opensubtitles

Yes ea-608 and ea-708 CC'ing is working with LiveTV and Recordings in v15.0. http://forum.kodi.tv/showthread.php?tid=144517 You might need to get an older nightly because of some issues where the API is ahead of the compiled addon.
We call it DV (Described Video) here in Canada and it is slightly different from subtitles since it also describes sounds like doors closing, telephone ringing etc.
In the DVB context the mpeg format difference is kind of like Teletext to DVB format so work was needed to get them in.
